Consultancy Support for the Evaluation of the Skills and Apprenticeship Hub

This commission seeks to provide an independent evaluation of the LCRCA Skills and Apprenticeship Hub which has been delivered over the period 2019-2023. The core question of the evaluation is on the impact of skills revenue funding on business performance - addressing skills gaps within the current workforce and skills shortages amongst the local labour force which constrain business productivity and growth. The focus is therefore on impact evaluation of the project, but the evaluation will need to include some level of process evaluation to explore what worked well and less well in delivery of the project, in order to inform future support.
