Description
Southend on Sea City Council is seeking to procure an integrated Highways Asset Management System (HAMS), to support Southend-on-Sea City Council teams in the management and maintenance of Southend's highways assets. The solution will also have the ability to manage Southend's non-highway assets e.g. Coastal Defence and Park areas. The scope of this procurement exercise is to provide a HAMS that will meet (but not limited to) the following requirements: • Management of all Highway Assets, including a GIS solution and the update of a detailed Asset Register • Management of non-highways assets including coastal defence and parks • Works Ordering to our partner contractors, including an approval process • Completed works process, including images • Links to Street Works UK Street Manager capability to enable permitting control and review • Customer Service interface, to link with other cloud systems (MySouthend) to enable reporting of defects/issues and subsequent alerts to Highways Inspectors • Facilitate cyclical Highways, Coastal and Safety Inspections, so will require a mobile inspection portal/app • Street lighting, maintenance and energy reporting • Highway Licensing • Highways Enforcement • Condition surveys, including skid resistance • Street Gazetteer update • Dashboards or similar to allow KPI and review reporting • Finance and / or Budget code Reporting • Help Desk and system support • Training Additional items that we would be interested in include: • Gully & Highway Tree management/reporting • Scheme Development • Life Cycle Planning • Read only access for mapping on hosted links on client website
